It's been a long time, but I think it comprised: 1) judge/magistrate, who administer 2) claimant, who "controls" and 3) the jury (or something like..
something like that...

Interesting, how the 1802 Uniform Rule of Naturalization made it possible to allow an alien (i.e., foreign born) to become a "lawful citizen",
even after the 14th Amendment.
